Competitive and Noncompetitive Procurement (Sole Source)

Competitive and Noncompetitive Procurement (Sole Source) requirements are based on the Uniform Guidance (UG) Methods of Procurement to be followed (Section §200. 320). Additionally, in accordance with UG Competition (Section §200.319), all procurement transactions must be conducted in a manner providing full and open competition consistent with standards in this section.

PIs are encouraged to contact OSP Procurement for assistance as soon as they have determined that they will need to request either a Bid or Noncompetitive Procurement on their project. This is especially important for all proposed procurements with an estimated amount of $250,000 or more.

Competitive Procurement Bidding Procedures

Requesting a Competitive Procurement Through the Bidding Process
Requestors must complete the Competition Determination Requirements form and submit to OSP Procurement either with their requisition or without a requisition by email requesting that OSP Procurement conduct a formal competitive bidding process (e.g., RFIs and or RFPs or RFQs).

Using the information provided on the Competition Determination Requirements form, the OSP buyer, in accordance with applicable requirements in both UG Sections (200.319 and 320), initiates the competitive bidding process by preparing and issuing the appropriate formal requests for competitive bids (RFIs and or RFPs or RFQs).

PIs are encouraged to contact OSP Procurement and request competitive price quotations or formal bids during the pre-award process to provide supporting documentation for budget purposes.

Noncompetitive Procurement (Sole Source) Procedures

Requesting a Sole Source Procurement

  • Complete and submit a Request for Sole Source form with their requisition to OSP Procurement for procurement requests estimated between $25,000 up to $250,000
  • For procurements estimated at $250,000 or more, submit both a Request for Sole Source form and the Competition Determination Requirements form with the requisition or email to OSP Procurement. Per UG Section (200.323), it is required that OSP Procurement receive an estimate prior to obtaining a formal price quotation.

Using the information provided on both the Request for Sole Source form and the Competition Determination Requirements form, the OSP buyer, in accordance with applicable requirements in both UG Sections (200.319 and 320), will determine if it is appropriate to approve the Request for Sole Source or to initiate the competitive bidding process to determine if competition is either adequate or inadequate.
